Move Is on to Make End-of-Year Pardons Less Random

Is there really a “wave of mercy” sweeping across America, pressing governors to grant more pardons, clemency, and commutations? Maybe not. But lawmakers in New York, Illinois, and Montana have recently moved to make mercy a more routine function of the executive branch. One outlier? Wisconsin governor Scott Walker, who says pardons and clemency undermine juries and their verdicts.
