Why hasn’t President Obama freed more prisoners? Maybe that’s the wrong question.

President Obama has been excoriated by clemency advocates for the slow pace of pardons and commutations. He has promised to speed things up. But critics say that’s hard to do when the clemency pipeline runs through the Justice Department, where a prosecutorial culture prevails. TMP’s editor-in-chief, Bill Keller, looks at the roadblocks and the alternatives.
