US parole board denies release for Puerto Rican nationalist once offered clemency

SAN JUAN, Puerto Rico - The U.S. Parole Commission says it won't offer early release to a Puerto Rican nationalist who once turned down a clemency offer from President Clinton.

Commission Chairman Isaac Fulwood said Friday that the commission has denied parole for Oscar Lopez Rivera.

His lawyers can appeal. But for now he must serve until at least 2021 under sentencing rules.

Lopez is serving a 70-year sentence in Indiana. He was convicted in 1981 of charges that include seditious conspiracy and transportation of firearms as a member of the ultra-nationalist Armed Forces of National Liberation.

Members of Congress of Puerto Rican descent had been pushing for his release.

Clinton offered to release him in 1999 Lopez but turned it down.
